The server isnt using my settings

I have extdb installed and Altis wasteland but when i close the server and edit the settings nothing changes.
I need help fast so i can get my server working properly

Hi,
In which file are you editing the settings(full path if possible) and is your server a dedicated server or are you running the server of your client?
